Its place in current health legislation might seem fairly straightforward but, in fact, several proposals have been put forward from many quarters for a revision of its place within the National Health System (NHS). Therefore, one cannot overgeneralize or trivialize what concerns it since it is a dynamic structure that has changed over time and is continuously changing, including in terms of conceptual interpretations, in the NHS.
