Equità, razionamento, diritto alle cure sanitarie

Abstract

Dopo aver discusso le ragioni per le quali il welfare sanitario deve restare universalista, il saggio passa a considerare le cause che rendono problematico l’universalismo sostenibile in sanità. Vengono poi criticamente comparati i diversi approcci alla fissazione delle priorità in sanità e si spiegano le ragioni per le quali è urgente procedere all’avvio di un dibattito serio sulle priorità. Il saggio si chiude con l’illustrazione dei punti di forza delle organizzazioni della società civile in ambito sanitario e del ruolo che esse potrebbero utilmente svolgere.

After discussing the reasons why health care must remain universalistic, the paper illustrates the causes which make universalism in the health sector so problematic from the point of view of its sustainability. The various approaches to rationing are critically compared, with specific emphasis on their ethical underpinnings. The paper speaks in favour of opening a serious debate on the priorities issue. Finally, the major strengths of the civil society organizations operating in the health sector are considered and the role they could usefully perform is illustrated.
